Municipal Finance Director
Job Summary
The Municipal Finance Director is a senior management position responsible for planning, organizing, and directing all financial activities of the municipality. This role ensures the financial stability and integrity of the local government through effective financial management, accurate reporting, and compliance with all applicable laws and regulations. The Finance Director provides leadership and strategic direction to the finance department and serves as a key advisor to the Mayor/City Manager and other department heads on all financial matters.
Essential Duties and Responsibilities
* **Financial Planning and Budgeting:** Develops and implements the annual municipal budget in collaboration with department heads and the Mayor/City Manager. Monitors budget performance throughout the year, identifies variances, and recommends corrective actions. Prepares long-term financial forecasts and capital improvement plans. * **Accounting and Financial Reporting:** Oversees all accounting functions, including general ledger, accounts payable, accounts receivable, and payroll. Ensures the accuracy and integrity of financial records. Prepares monthly, quarterly, and annual financial reports in accordance with Generally Accepted Accounting Principles (GAAP) and governmental accounting standards (GASB). Manages the annual audit process and coordinates with external auditors. * **Investment Management:** Manages the municipality’s investment portfolio in accordance with established policies and regulations. Monitors investment performance and recommends strategies to maximize returns while minimizing risk. Ensures compliance with state and federal investment laws. * **Debt Management:** Develops and manages the municipality’s debt portfolio. Evaluates financing options and recommends the most cost-effective strategies. Ensures compliance with debt covenants and reporting requirements. * **Revenue Collection:** Oversees the collection of municipal revenues, including property taxes, fees, and other sources of income. Develops and implements strategies to improve revenue collection efficiency. * **Financial Analysis and Reporting:** Conducts financial analysis to support decision-making by the Mayor/City Manager and other department heads. Prepares reports on key financial indicators and trends. * **Internal Controls:** Establishes and maintains a system of internal controls to safeguard municipal assets and prevent fraud. Ensures compliance with internal control policies and procedures. * **Supervision and Leadership:** Supervises and mentors finance department staff. Provides training and development opportunities to enhance employee skills and performance. * **Compliance:** Ensures compliance with all applicable federal, state, and local laws and regulations. Stays abreast of changes in accounting standards and regulations. * **Communication and Collaboration:** Communicates effectively with the Mayor/City Manager, other department heads, and the public on financial matters. Collaborates with other departments to ensure effective financial management. * **Other Duties:** Performs other duties as assigned by the Mayor/City Manager.
Qualifications
* Bachelor’s degree in accounting, finance, or a related field is required. A Master’s degree in a related field is preferred. * Certified Public Accountant (CPA) or Certified Government Financial Manager (CGFM) certification is highly desirable. * Minimum of 5-7 years of progressively responsible experience in municipal finance, including budgeting, accounting, and financial reporting. * Thorough knowledge of GAAP, GASB, and governmental accounting principles. * Strong analytical and problem-solving skills. * Excellent communication and interpersonal skills. * Ability to work independently and as part of a team. * Proficiency in financial management software and Microsoft Office Suite.
